To harvest as many late payment penalties as possible, NCSD purposely sends the bill in the middle of the month, well after you have paid all your monthly bills, then they set a due date about six days before the end of the month (before you normally pay bills for the next month). They give you only 10 days from when you receive the bill to the day it is due....then after 4:30 pm.... boom, late fee penalty. They absolutely refuse to make any changes to their bogus payment schedule. I feel sorry for all the fixed-income senior citizens that are getting ripped off by this utility. Where else are you going to get water ? They have zero competition and the public utilities commission will do nothing to regulate NCSD. I have complained to Jimmy Paulding about this, I suggest other do so as well.

Very difficult to work with. Staff won’t take pmt over phone. Rentals have to be in owners name nit resident so double bills are sent every month one to landlord and one to resident, that must cost money in postage and processing. Then try to pay bill online 4 times and program won’t take payment method. Stupid and expensive process. When calling in to pay the bill the prompts are excessive. Solution. Let resident pay their own bill. Stop double billing, that will lower admin costs and maybe lower water bill fees. Also, staff are rude.

I would give them zero stars if that was an option. Outrageous water prices! $137.22 every other month without using a drop! They are also unpleasant to work with. They know you have no other choice for water service so they completely lack in customer service!
