Mitchell Canyon parking is open for trailhead access, and the restrooms are open during daylight hours - and they're clean!
Now that Regency Drive is closed to public parking at the Donner Canyon trailhead(you need to have a resident sticker on your windshield)you can park, instead, at Mitchell Canyon and hike about a mile on either Bruce Lee or Murchio Rd. to reach Donner Canyon.
You can also jump onto Coulter Pine Trail from here, to access Back Creek or Eagle Peak trails. Or walk out onto Mitchell Rock on its eponymous trail.
During non-Covid times, the MDIA has docent-led hikes out of the parking lot. My personal favorite is the night hike up Mitchell Canyon Rd, with MDIA provided black-light flashlights, to find fluorescent scorpions. So cool!

A wonderland of wild flowers, birds, native chaparral, oak woodlands, and diverse wild life including "hornded toads", golden eagles, peregrine falcons, bobcats and so much more. A hikers paradise.

I teach with MDIA. We educate people on everything having to do with plants, wildlife and geology of Mount Diablo. You'll find us giving walks, tours and Interpretive tables on the mountain.

Online it sounded like the parking lot was accessible under COVID-19 but wasn't. Hiked over from Dana Park.
