A Village of Maywood Building Inspector, who worked for this village for more than 10 years, failed to document over 19 village code violations in the new construction home my husband & I purchased for $380,000. Over 19 code violations were “overlooked” and a certificate of occupancy was issued. The code violations left in this home total over $30,000 to repair. A certificate of occupancy is a legal document certifying that the structure inspected complies with local building codes, usage regulations & safety regulations, but I guess it depends upon where you decide to purchase your home. As a homebuyer in the Village of Maywood, what we received was a fraudulent certification that provided a false sense of security for a home with over 19 code violations, some which can compromise our health & safety.

We are a military family. In 2022, we relocated from Michigan to Illinois. My husband & I purchased a new construction home in the Village of Maywood for $380,000 from Juan Tinajero/Dream Home Builders LLC. Village of Maywood Building Inspector, Charles Bailey, inspected our home & failed to document over 19 village code violations in this home. A certificate of occupancy was issued & sent to the Department of Veteran affairs, as required, in order to proceed with closing on this home.

Juan Tinajero partnered with the Village of Maywood to develop homes in the community for their tax reactivation program. We started noticing issues within the home after we moved in. The Director of the Code Enforcement Department, Walter Duncan, re-inspected our home in May of 2022. A code violation notice was issued to Juan Tinajero. Juan Tinajero had 90 days to correct the code violations. 90 days came and went. No attempt was made by Juan Tinajero to schedule the repairs to our home & actually honor the VA warranty completion of construction he signed. He actually Received Additional Properties to develop from the Village of Maywood. Since Juan Tinajero was not registered as a licensed contractor with the Village of Maywood, his license could not be suspended for not complying with the code violation notice.

This home has continued to fall apart since we’ve moved in, even the siding from our home is missing. We are grateful for the support the Department of Veteran Affairs has provided us. Juan Tinajero/ Dream Home Builders LLC Business Address: 219 S. 9th Ave Maywood, IL recently defaulted on another mediation VA agreement he signed in August of 2023 to repair our home. He has refused to honor the warranties he provided & as a result we have to pursue litigation.

In hind sight, we should have chosen to purchase our home in Bellwood, Forest Park or Broadview. We deeply regret choosing to purchase our home in the Village of Maywood. Upon researching online, we bought into the perception that we were investing in a community that was transitioning and “moving forward”. We also wanted to contribute and volunteered when we first moved here. We had no idea that purchasing a home here would move us backwards and cause us to incur unnecessary debt. The conditions on the outside of our home is unsanitary. The alley behind our home is terrible, full of dirt/mud, holes and random debris/trash. In 2022, our alley was actually scheduled to be paved in 2023. This didn’t happen. We’ve had to replace 2 tires on our vehicles due to punctures and our vehicles are always dirty. We have a significant stray cat problem, largely due to a woman who drives down our alley several times a week to dump cat food. The cats use the mulch around our home as a litter box and there are piles of feces under our deck. The outside of our home smells like urine. We can’t sit outside. We have submitted multiples reports. We have never lived in a place so poorly governed.
