The sweetest old lady in the world helped my X husband transfer his community service hours. He speaks russian and she was nothing but nice to him even though he was hard to understand. She went above and beyond for us. The building is HARD to find, google maps took me to wrong place and Waze didn't even have the address. It is half way between Kern and Tulare in a dumpy building. They have a parking lot in the back on N street and a rear and front entrance off M street.

The 2 ladies that run the place are so sweet. Im disabled and they took me in to complete 20 hrs of service there in the office.

They've since moved to a new location the new address is 219 N M St Tulare ca 93294 the new hours are 9am - 3:30pm IMPORTANT NOTE: From the 12pm-1pm office is closed for lunch !!!!
